I found that Tracfone seems to offer the cheapest family plan – $27.96/month for our family of 4.
I get 50 minutes/month for $9.99 and the rest of the family get 40 minutes/month for $5.99. This is enough minutes for just checking up on the family during the day, calling them for supper when they're playing with the neighbors kids, etc.
